CMCS Bulletin: Leveraging Medicaid, CHIP, and Other Federal Programs in the Delivery of Behavioral Health Services for Children and Youth
This bulletin which was released by the Centers for Medicaid and CHIP Services (CMCS) on 8/18/2022 describes strategies for leveraging Medicaid and CHIP funding to address youth and adolescent mental health and increase provision of behavioral health services.
Delivering Services in School-Based Settings: A Comprehensive Guide to Medicaid Services and Administrative Claiming
CMS has published the long-awaited updated Medicaid to Schools services and administrative claiming guide.
“This guide seeks to provide direction to State Medicaid/CHIP agencies and LEAs to deliver SBS in a manner that allows LEAs to obtain all the payments for which they can qualify, to then increase access to covered services for enrolled students. This guide also offers possible financially sustainable solutions for State Medicaid/CHIP agencies and LEAs, while acknowledging that behavioral health (mental health and SUD) services, and other medical conditions can be complex and may also require community-based resources outside of schools for effective treatment.”
Documentation Checklist
Enrolled school providers must maintain unique documentation in accordance with the NH He-W 589 Adopted Rule and the Provider Manual II: Medicaid to Schools as well as with He-W 520 for the delivered services in each students individual record. Use this checklist to maintain documentation.

This presentation, developed by the Bureau of Program Integrity, review the documentation requirements for He-W 589.03, He-W 589.06(d), and He-W 520. It includes information on the different types of audits/reviews conducted by NH DHHS, documentation requirements, medical necessity, plan of care, and Office of Inspector General (OIG)/List of Excluded Individuals and Entities (LEIE), and 30-day reviews. This slide deck was presented by the NH DHHS Bureau of Program Integrity at the October 3, 2025 MTS Collaborative meeting.
Durable Medical Equipment Fact Sheet
The purpose of this fact sheet is to provide an overview of the language in various manuals available and relevant to Medicaid to Schools (MTS) in regards to durable medical equipment (DME). These billing manuals overall have a limited discussion on supplies, equipment, DME, and DME providers. This fact sheet is not intended to provide schools with specific billing guidance but rather a summary of existing information around DME.
